Senior Project Officer

Our client is seeking for a Senior Project Officer. This position is part of the Market Design and Strategy Team (MDST), which is a functional unit of the Market Enablement Branch. The role of the MDST is to support the development and implementation of the Agency’s market stewardship role, specifically to:
  • Develop the capability to proactively monitor the risks of NDIS providers exiting, using a number of financial and qualitative indicators to assess ongoing viability;
  • Establish a framework to analyse and coordinate provider exits, with a focus on maintaining participant service continuity;
  • Undertake provider and market analysis to establish a reporting framework for key stakeholders, including the Agency’s executive; and
  • Engage with relevant stakeholders (both internal and external) to develop the above frameworks.
This position is to support the MDST by identifying, evaluating and where appropriate, implementing more interventionist enablement strategies to assist transition to a market-based approach.
The position is a strategic/operational role requiring strong analytical skills, financial and/or market analysis acumen, advanced excel skills, executive writing, and organisational skills.
The position supports a team that aims to identify and monitor the risk of scheme’s providers exiting, and lead the Agency’s response for managing providers who cease providing services. The position will also require engagement with various Agency staff and Commonwealth and state/territory government colleagues to gather and interpret information and provide strategic advice to the leadership team.
Key duties relating to this position include:
Analyse quantitative and qualitative information to enable the Agency to proactively detect providers at risk of exit and to identify trends by using:
  • Publically available provider financial information (e.g. Annual Reports);
  • Internal data from the Agency’s database; and
  • Other sources (e.g. media).
Administer the process and risk management framework for managing provider exits whilst maintaining participant continuity of services by:
  • Refining existing reporting capability to accurately and succinctly provide information on provider exits;
  • Analysing and reporting on market conditions in the event of a provider exit from a market segment(s);
  • Providing advice and recommending a course of action in response to each circumstance using the framework developed;
  • Coordinating and managing provider exits to minimise transitional disruptions; and
  • Monitoring, tracking and reporting identified risks and effectiveness of mitigating actions throughout the Agency to manage provider exits.
Build and develop a continuous improvement capability environment across the monitoring role and the provider exit framework.
  • Draft briefs and policy documents for the Board, Committees and Executive Management;
  • Develop and maintain strong working relationships with key internal stakeholders and collaborative relationships with external stakeholders.
  • Tertiary qualifications in Business, Accounting, Economics (or a related discipline).
