Service Delivery
  • Lead the provision of high quality and comprehensive project delivery services in the planning, design, construction of buildings and civil projects.
  • Manage the delivery of multiple capital projects on time and within budget in line with organisational requirements.
  • Provide technical specialist engineering advice to internal and external stakeholders
  • Manage external contractors in line with organisational and legislative requirements.
  • Embed the customer charter by putting the customer at the centre of service delivery.
  • Engage with our community in a timely manner and meaningful way that optimises deliverables for the council.

Systems and process

  • Oversee the delivery of projects through the acceptable and existing project management frameworks.
  • Develop work systems and processes that are efficient and financially sustainable.
  • Undertake compliant contract and tender management processes.

  • Manage the designs for Building and Civil works projects in line with industry best practice, guidelines and legislative requirements.
  • Prepare consultants brief, specifications/contract documentation, and review consultant deliverables to ensure that documentation is fit for purpose.
  • Undertake the procurement of consultants and contractors in line with Council policy and the Local Government Act. Includes, the preparation of tender documentation, reviewing submission and compiling recommendation reports for the unit.
  • Supervise and administer allocated construction contracts to fulfil the role of the superintendent or superintendents representative as required.
  • Supervise and administer allocated contracts in line with budget, timeline, quality and OHS requirements.
  • Manage contract records to ensure that works carried out in accordance with plans, specifications and contract.
  • Ensure that site records, documents, dairy notes and progress photographs are accurately maintained as required.
  • Assess contractor OHS documentation including Safe Work Method Statements (SWMS) and Inspection and Test Plans (ITP’s) prior to the commencement of works and periodically thereafter.
  • Organise and conduct meetings with contractors, consultants, and stakeholder to evaluate jobs, costs and progress of works.
  • Provide technical advice to team members and other service units in the planning and delivery of capital projects.
  • Collaborate and assist members of the community, consultants, other agencies and other employees in the delivery of excellent projects.
  • Liaise with stakeholders and related parties to optimise deliverables for Manningham and the community
  • Provide advice to internal and external customers in relation to programs and project service delivery and budgeting.
  • Resolve complex design and delivery issues with key stakeholders in a collaborative way.
    Provide input into policy development within the area of expertise.

Who are you?
  • Equivalent of a Degree or Diploma in an Engineering or related field with substantial experience in construction supervision of civil and/or building projects.
  • A professional with ability to design and manage the construction of complex Civil and/or Building projects.
  • A project delivery professional who is able to effectively and economically plan, implement and supervise building and civil projects to ensure compliance with the contract, Council requirements, industry standards and legislative requirements.
  • A specialist who naturally mentors engineers and fosters an environment of collaboration and knowledge sharing.
  • A problem solver, able to resolve complex operational and service delivery issues to meet the needs of internal and external stakeholders.
  • A natural leader who is able to influence team culture and motivation of colleagues.
